| Abstract Increased in the recent concerns of countries of the world, and particularly the Arab states using information technology in the development of a system of government action within the administrative units of government, has also increased interest is also the ability of modern means of information technology to accomplish government business the highest possible quality, and at the lowest possible cost, and in the shortest possible time , and its impact on the accuracy and the transparency and credibility of the entire system of government for the categories of clients and beneficiaries whose services. Hence the approach of many countries to introduce mechanization of government work, which represents the first step in the application of e-government, as the first stages WS of the application of e-government project in any country is the mechanization of government work within the government administrative units that make up the system of government in this country. This has led to the establishment of some Arab countries to go to experience the application of mechanization of government work in preparation for the application of e-government project to keep pace with global developments in this area, and then catch up with global technological development. ج Examples of the Arab countries, which began to enter into the experience of the UAE, Jordan, Saudi Arabia. Hence it was necessary, but imperative for Iraq to go to that experience as a leader in the Arab region in all areas, began to think about the introduction of mechanization of government work, which aims to build an information society can be hunted down and absorb technological development continued in the world, and an update of the systems government action to provide accurate data as soon as appropriate to help decision makers, leading to ease integration of Iraq into the new world order | ||
