Abstract
Received childhood international attention over the past century from "that children make up half of the present and all future for any nation, and started the Geneva Declaration for the protection of children in 1924 and the end of" World Summit for Children in 2002 investigated by the agreement of the international community with high levels of development goals to improve the liveschildren, and reached the peak of interest in childhood when the General Assembly approved the United Nations in its resolution 53/25 on the tenth of November 1998 counting period of 2001 2010 the international decade for a culture of peace and Non-Violence for the Children of the world. But this international interest was accompanied at the national level in Iraq negligence clear Children's Fund, as not received childhood Iraqi adequate care from the state because of its preoccupation wars with neighboring countries, and getting lost in its internal policies, as well as "economic sanctions imposed by the UN Security Council on the system, which is reflected in negatively "on the economic and social aspects and health society as a whole and the children were one of the victims of those policies that led to the emergence of phenomena very serious, most notably the high rate of infant mortality (1), and the high rate of child labor and the increasing number of homeless (street children) (2).
