Abstract
The activity of the state increased in the modern times due to the change of its function from (Guarded state) to (Inter ference state)this increase in activity affected the three general powers (legislative.executive.and judicial powers) froming the state and their relation hip with each other. the legislative power became incapable to follow the speed changes in political .socialist .economical situations and problems. at the same time .the executive power was extended rapidly. With an increasing number of min istriws and general establishments. Several methods were suggested to organize and harmonize the order between the three powers .one of them (Empowered legislative)which m eans ( the parliament resigned some of its legislative power to the executive power in order to speed its function ) Empowered legislative is the subject of this thesis due to it importance .since it will give the executive power the right to form laws according to its wishes .with the presence of the parliament
