Abstract
برزت أزمة الملف النووي الإيراني على الساحة الدولية منذ عام 2002 ، بعدما كشفت منظمة مجاهدي خلق الإيرانية المعارضة عن وجود مفاعلات نووية سرية في إيران ، لم تكشف عنها الحكومة الإيرانية للوكالة الدولية للطاقة الذرية . ومنذ ذلك الوقت أخذ هذا الملف يتأزم تدريجيا ، حتى وصل مرحلة تهديد الولايات المتحدة الأمريكية بإحالة الملف إلى مجلس الأمن الدولي ، لفرض عقوبات دولية على إيران بسبب رفضها إيقاف أنشطة تخصيب اليورانيوم . وفي ضوء هذا التصعيد وتلافيا لحدوث أي مواجهة عسكرية مع إيران ، تبنى الإتحاد الأوربي ومن خلال (بريطانيا وفرنسا وألمانيا) ، القيام بإجراء مفاوضات مع إيران، لإقناعها بالتخلي عن أنشطة تخصيب اليورانيوم . وقد بدأت هذه المفاوضات منذ نهاية عام 2003 ، واستمرت لأكثر من أربعة سنوات ، عرضت الدول الأوربية خلالها على إيران حوافز تجارية واقتصادية وتقنية ، لكنها لم تجد نفعا أمام إصرار إيران على الاستمرار في أنشطة تخصيب اليورانيوم ، الأمر الذي دفع مجلس الأمن الدولي في نهاية المطاف إلى فرض عقوبات دولية على إيران ، كان أخرها في الثالث من آذار / مارس عام 2008 ، والتي بموجبها أنهت إيران مفاوضاتها مع الاتحاد الأوربي وحصرها مع الوكالة الدولية للطاقة الذرية .The Crisis of Iranian nuclear program arised on the international arena since 2002 after Mujahidi-khalq organization had explored the existence of Secret nuclear reactor in Iran . The Iranian government did not explore this to the International Agency for Atomic Energy . Since then , the crisis began to be complicated gradually and U.S.A threatened to handle this file to the Security Council in order to impose international sanctions on Iran . In the light of this crisis and in order not to face Iran militarily , E.U. had adopted through (Britain , Germany and France) holding negotiations with Iran to stop its program . These negotiations has started at the end of 2003 and has continued for more than four years . European states presented for Iran trade , economic and technical motives but all these efforts went in vain . This has pushed International Security Council to impose international Sanctions on Iran on March , 3 , 2008 . These sanctions has ended the negotiations between Iran and E.U. and has limited the issue with the international Agency .
