Abstract

The political and electoral participation of the most important areas covered by the process of re-construction, they should be re-organized and built to ensure a sound political life and build an Iraqi state on the basis of a constitutional democracy, safeguarding human rights and respect the Iraqi society. And the Iraqi citizens to be conscious of its role in this process, especially at the level of active participation in the electoral process a vote "and rated" driven "this sense of national necessity to contribute to nation-building and awareness of the individual importance of the role played by when participating in the parliamentary elections and choosing the right people and the righteous for the responsibilities the parliamentary office of representative in the House due to "the seriousness of this office's practice members of the House of Representatives of the role of important and influential as The importance of the parliament (the House of Representatives) by looking at the functions centered in the issuance, amend and repeal laws, commensurate with the needs of the community and not repeat the dictatorship through the role of parliament to choose the President of the Republic, and control of government performance and accountability of government officials, in addition to the role of parliament in the peaceful transfer of power by the will of the masses through the nomination of parliament to the Prime Minister and the control and supervision of public funds through the ratification of the general budget and monitoring its implementation and the achievement of equal opportunities among the people because everyone is entitled to participate in political life as a candidate and voters and ensure the rights of all the components of the Iraqi people, as have the opportunity to represent each component of these components in the parliament. Research problem The participation of the Iraqi people in the experiences of previous election, and on the basis of the Elections Law No. (16) for the year 2005 resulted in the maturity of the electoral awareness among citizens of Iraq and the consequent demand that the electoral systems different from what has been applied in the experiment the previous election and it was amending the election law Law No. (26) for the year 2009, is according to the Iraqi legislature in creating an electoral system in line with the requirements of the Iraqi public and the desire of political entities and to achieve the political stability of Iraq and to preserve the cohesion of social fabric?
