Abstract
Prevent impunity at the international level was and is still one of the largest concerns of international law in general and international criminal law in particular, and countries are in has taken a range of actions in their national laws to fight this phenomenon at the heart of the concerns of the international community at the moment, due to the seriousness of this phenomenon became statesconsidering taking these actions, even if the actor and act and place of its commission and the victim does not die any connection to the state taken action at all, but the primary purpose is to fight against the perpetrators of the most serious crimes of impunity which is the so-called principle of universal text criminal is in factNew principle of command at least trading in international criminal law, although the criminalization and punishment of the basic legal principles of the State as sovereign territory and its citizens and its laws.
