| Abstract | ||
| Vary the effect of administrative corruption and results from one State to another, and can not be measured against the damage caused by corruption losses material to the budgets of states, also can not say that corruption in the sector of limited impact in that sector, but extends the scope of its impact to other sectors (). Leads to the emergence of many behaviors that wasted values prevailing in society, and lead to a greater sense of indifference and negative among members of society in general, and the staff in particular; because it kills the motivation and the desire to accomplish duty, and thus lead to the spread of crime in reaction to the collapse of the system moral values (). The public employee is the one who manages public utilities and implemented plans, policies and decisions in the light of legal systems, but in the light of administrative corruption becomes the owner of the authority and not the Secretary them, and this requires dealing with corruption as a system of principles and elements and the values embodied in the legal rules are vague and incomplete, and administrative procedures are complex The vision of the dominant political and social ossification seize opportunities, and sanctify money | ||
