| Abstract | ||
| In many countries in transition from conflict to stability, democratic governance, There are a few issues shipped or controversial, such as the rights of minorities, With minorities trying, usually, maintain their own vehicles and in many cases feel injustice and discrimination, and therefore the state should be recognized as a group and give them rights and accordingly. That is with the exception of their rights as individuals, as citizens and as members of a democratic society, they enjoy special rights in order to prevent them from feeling of unfairness are rights granted to them being part of a group (such as the recognition of their language or to recognize their right to practice their religion), and thus try these governments find necessary applications constitutional guarantees for minorities among the most challenging tasks they face.. | ||
