| Abstract Water is one of the most important natural resources in countries with climates of desert and semi-desert like Iraq, because it controls the distribution of population and economic activities, particularly agriculture, which is one of the most important pillars of food security and national security. This study attempts to water can actually taught in the light of the possibilities available and what is expected in the future. Linked to the water problem in three dimensions, the first is linked to climate change global Kalaanbas warming and climate change, which led to a drop of rain, and the second internal due to poor planning and management of water resources represent a lack of building dams and lakes reservoir of water on the river surface in Iraq and not lining canals and the absence of guidance watery and weaknesses and the use of methods traditional irrigation water and low cost and high population numbers as well as the drying of the marshes, while the third dimension is due to the fact that regional water sources outside its borders, as well as political tension and the absence of international law and the lack of commitment by the upstream countries conventions and laws on dividing the water.
