| لقد أولت التشريعات السماوية الخالدة والقوانين البشرية الوضعية للعقوبات عناية فائقة لما لها من أهمية بالغة في حياة الشعوب والأمم للحد من الجرائم – بأشكالها وأنواعها – حفاظاً على أرواحهم من الإزهاق ، وعلى أعراضهم من الانتهاك ، وعلى أموالهم وممتلكاتهم من الضياع والسرقة والحيلولة دون وقوعها ، وقطع دابرها لردع مرتكبيها الذين يعبثون بمصير هذه الأمم والشعوب ويعكرون صفو المجتمعات بإتباع الرذيلة غير المشروعة لإشباع نزواتهم الجموحة ورغباتهم الضالة ومآربهم الدنيئة دون أي وازع أو رادع ذاتي . من أجل ذلك حاولت التشريعات والقوانين إلجام هذه الرغبات الدنيئة بلجام متين حتى لا ينفرط عقد المجتمعات فتحل الرذيلة محل الفضيلة ، والباطل محل الحق ، ويسود الاضطراب وتعمَّ الفوضى في المجتمعات البشرية الفاضلة التي تنشدها التشريعات والقوانين حتى تكون في رغد من العيش السعيد . Heavenly legislations and human-made laws paid great attention to punishments because they have great importance in the lives of peoples and nations to limit crimes of all types and forms, to save lives and morals from violation and properties from loss, to stop those who commit crimes who play with the destines of nations. Legislations and laws, therefore, tried to put an end to those evil desires so that societies will not be corrupted and chaos will not prevail in the human societies . | ||
