Abstract
Democracy, the growth of social and cultural rise to handed the developed countries which are trying to build their reality building intact within the pillars of a clear grant of which people the right to choose the form of the political system, which provides a suitable platform underpinning and gives it the force close interrelationship between the components of society, since its roots consensual democracy in Iraq to start the state of the modern Iraqi in 1921, but the large number of military coups occurred missed when any form of democracy, and it took that period to enter Iraq grants with a new third millennium, this shift was the intervention of outside military, since we can not measure it such as the growth naturally , because there is a will imposed external resolution, with the conviction that there is a national will seek new shift internal interfered with the will, which were imposed itself on the fact it tinged with a lot of problems, and with all that Iraq has begun to enter this transformation after the ninth of April 2003. Consensual democracy based on background and reality contrast or retail among one people, so divided the people on the political forces, each with a background and specificity that makes it different and distinct from the other, so are resorting to compatibility in the event of lack of mutual trust between these powers fearful of each other , but this came the need for a consensual democracy in some countries with conditions sectarian and factional and ethnic as in Iraqi affairs. So is research on the subject of Iraq, takes problematic dialectic more than developed happening and configuration becomes risky academy, in what the concept of academic will be framing the political system?, And any model will be applied consensual democracy?. It problematic to be dealt with to reach the logic collector of all aspects of the dismantling of the political system. The Search consensual democracy and problems brought about by the application In Iraq in spite of all warnings remains an urgent need, it may be the pioneer of the field of academic shape, and a national necessity that adapt our research to issues affecting the entity home and try to explain the glitches to reach a political system more responsive to Iraqi citizens and constituents of stability. The importance of consensual democracy for modern term growing up in the Arab world and will not be the study separated as other subjects, particularly since Iraq and before Lebanon fought a This recent experience and this importance chose this topic for more on consensual democracy and the problems of application. The research methodology adopted the two curriculum historical and systemic analytical indispensable in the study of any political issue, especially consensual democracy and its relationship to the political system. The structural search divided into introduction and three researches , First dealt with "the concept and specialization of consensual democracy in Iraq," while Second Discuss "problematic consensual democracy in the construction of national identity and citizenship", and the Third devoted to the study of "consensual democracy and the problem of public policy" and conclusion with a summary of the research and the most important conclusions that have been reached.
