Abstract
Abstract: Development thinking in the recently time was focused on what individual gets from income. The developmental ideas also confirmed on changing the economical structure, architecture and poor distribution among individual in the developmental countries , but these theories had been wounded by some failure ,because it focused on the human elements as a means to achieve an economical goals , and neglect the human being as a means and intention at the same time .Whereas the human development challenges the economy boarder and economy growing and expanding for every faces of changing in the community ,therefore the Arab states including Iraq have been made a greet efforts for developing human resources. In this connection, a lot of financial resources have been spending for the developing of public services including health services which directly effect on growing of production process. Accordingly ,it is better to mobilize the political administration in order to develop a strong health system which be able to serve all those who needed. There are many circumstances which surrounds by the security health ,therefore this required to confront to these circumstances through concentration on the significance of government intervenes for finding a suitable treatment. Meanwhile, the significant of general spending on health which achieves a groups of basic development health contribution to achieve sustainable human development as well as to know the reality of health spending of Iraq in order to make some treatments depending on knew styles.
