Abstract
Can not the parliament to fulfill the role the legislative and regulatory assigned to him, as required, without seeking to ensure that the Council the necessary degree of independence, and data this independence dimensions members from activities that could reflect negatively on the performance of their parliamentary, it is the basic rules in the parliamentary system that be a member of parliament independent in the exercise of its function parliamentary, far from any significant or external pressure, so keen constitutions in most systems the parliamentary text explicitly the need emptied User to parliament, preventing it - as a general rule - the combination of this membership and the actual practice of public office.
