Abstract
Several factors Combined behind the announcement of the Iranian people to revolt against Oppressors and Despot of rulers in 1905, formed the developments that revolution important turning point in Iran's history of modern and contemporary, especially after he issued Muzaffar al-Din Shah to Furman conditional on the fifth of August 1906, as a turning whereby the political system in Iran from absolute monarchy to a parliamentary constitutional monarchy, and from this point of view has become imperative for the Iranian state legislation for the election law which limits the mechanisms and controls the election and terms of voters who are entitled to vote and candidates who Purports win membership.
