| Chapter One: Introduction and importance of search And building a measure of the total quality management commensurate with the nature of sports clubs, institutions and potential importance to overcome the problems, since the measure is the means scientific, which should be adopted by clubs in solving their problems because they are directly related to improving the level of the individual and the application of the scale leads to increase the efficiency of the club, as it contains of procedures offered by the scale in solving the problems faced by the administrative leadership and adversely affect the efficiency of their performance in the club, and can be counted this study is the first in this area because it was known researcher No previous study touched on the construction of a measure of the total quality management of sports clubs for institutions in Iraq. It thus added and scientific knowledge in this area. Perhaps what those who served on sports clubs for institutions in our dear country to facilitate them to make informed decisions mobility quantum leap Iraqi clubs and Othabh forward. The research problem: Is there a measure of overall quality of management institutions, sports clubs in Iraq? Research objectives: building a measure of overall quality of management institutions, sports clubs in Iraq.
