| This research on the study of Phenomenology a trend philosophical rumored about the term (return to the roots), one of the propositions philosophical spread in the early twentieth century, and has had extensions influential aspects of human life until the present time, including administrative thought, it is the source of many ideas administrative which spread in the past five decades, particularly in the public administration, such as new public management, sunset legislation, and the zero-based budget, and others.
