| Abstract | ||
| The word democracy derived from the Greek word ( Demos ) means the people, and in democratic systems is the people who hold sovereign power to the Legislative Council and the government , and in spite of the existence of differences between the democratic systems in the world , there are certain principles and practices distinguish democratic government from other systems of governance , and democratic government are those in which the power and civic responsibility by all citizens, directly or through their nominees are elected freely, and democracy is a set of principles and practices that protect human freedom , and the democracy based on majority rule , coupled with individual and minority rights , all the democracies respects the will of the majority to protect the same time and the same enthusiasm fundamental rights of individuals and minorities. | ||
