| Abstract | ||
| The phenomenon of violence in general has dovetailed with human existence , has evolved this phenomenon with the development of human societies to take the forms and images of multiple, varied causes and factors leading to the use of violence according to the conditions that prevailed in those communities , has been a war is a central feature of the exercise of violence in international relations , being an armed conflict between two or more end the triumph of one side and defeat the other. There has been a radical shift in the perception of the international law , is the emergence of a new phenomenon is the liberation movements , has had operations carried out by the impact of the great liberation movements in the development of rules of international law and access to global support for their struggle for independence and self-determination . However, these movements have encountered many difficulties in achieving the demands of legitimacy and the most important of these difficulties is to confuse the meaning of actions that come about these movements to get rid of colonialism and between terrorist acts dangerous and internationally banned , and is the seriousness of these acts of terrorism in spreading political instability in the international community and disrupt the ability of political systems to address the problems of development , and shake the foundations of the democratic system , and is dangerous as well as in Akhalalha all international conventions calling for respect for human rights , and defend it by legal means , which is not necessarily call for unity international face of this criminal phenomenon and address of its various aspects , through measures regional cooperation | ||
