| Abstract | ||
| No longer the elections as seen by some as a - a mere mechanism - the procedures and mechanisms of the democratic process , without linkage between them and what are the reactions of the attraction and the disparity between the political actors in the country , which are advertised through elections, which has become a tool and a means extremely important in the management of conflicts and political disputes that may permeate the democratic process , it sees in himself that he is deserving of access to power Vladkhal arena electoral embodies those eligibility through the electoral process , not through the use of violence and force to get that power, there is no democracy without elections , and elections free and fair elections without the presence of a democratic atmosphere in which you can contest the elections in an atmosphere of democratic values . The elections came to represent the best means known to the people to change their rulers until now , at least , a way that moved the process of devolution of power from the scenes politics invisible to the square roots , according to the will of the mass , which gave all the political forces an opportunity to look to the supreme authority and participation in the management of governance in a rational way and a peaceful what he called other " representative democracy " which is defined as one that advanced forms of democracy where the people elect his representative in the implementation of his will through a certain stage . A switch democratic Iraq supposedly from which achieved some sort of consensus and the political agreement on the rules of the management of the electoral process , and acceptance of controls and procedures by the various parties in a way rule out the complete victory of one party to the other parties to the components of the people , where is the logic of transformation and democratic transition and transfer of power on the basis that settlement of conflicts of interest pass through political competition . | ||
