Abstract
Strategic planning among the leaders in the Directorate of Education scout sporting activity and Scout siham Hammoud Sabit Institute of preparation parameters / Basra Abstrcat Part I : - definition of research: Included the first door on the front and the importance of research , which has been addressed by the definition ( strategic planning ) based on scientific foundations , and its impact on educational institutions , as well as identify the analysis of internal and external environment of the educational institution and education , while taking advantage of opportunities to reduce the challenges surrounding as well as recognition of Education scout movement for being an educational nature national, regional and global levels, and educational institutions to scout for being the aspect of human activity. The problem Vtmthelt that the conditions of the Iraqi environment characterized by instability , and instability , and the accelerated pace of change at all levels ( economic , social , political , cultural ) , it becomes imperative for the directorates of sports activity and Scout and own the boys and young people , that runs the same management style purposefully , and Oai , can overcome the reality ridden a lot , problems , and challenges and transmitted to an advanced stage , enabling them to increase the chances of survival, and its success in achieving its objectives , and to ensure its roles assigned to them the best , and this will not be achieved without strategic planning , and building on the above can be formulated problem Search through the following question : ( what are the strengths , weaknesses, opportunities and challenges facing the people in the departments of Education scout sporting activity and Scout ) , any analysis of the internal and external environment and then find out the positive and negative factors and methods of its processing. The objective of this research is to identify the components of the internal environment of the strategic planning of the people of Education scout in the departments of physical activity and Scout in Basra . And to identify the components of the external environment for strategic planning of the people of education in the departments of physical activity and Scout in Basra , and the areas of research , Vtmthelt : the domain of human and included Education scout leaders and spatial domain sites Directorate sporting activity and Scout in Basra , and the area of the temporal period ((1/5/2013) to ( 07/03/2013.Part III : - titled research methodology and Graeth field: The researcher has chosen descriptive method survey manner , as was the sample B (50) Scout leader in education Part IV : - who singled to view the results, and analysis , and discussion: Turning researcher in this section a review of the most important results that have emerged through the application of the search tool ( questionnaire) on a sample of research and researcher relied scale (scale triple ) . , And discussed according to the scientific method used. Turning researcher in Section V to the conclusions and recommendations , as it concluded the researcher : that the analysis of the external environment ( opportunities and challenges ) and internal environment ( strengths and weaknesses ) of the institution was a level acceptable , weakness in achieving a balance between easy opportunities and immediate , to improve education activities scout , and opportunities the most difficult and long-term , that require further innovation and change in the properties of the activities of Education scout , and recommendations were that the researcher recommended by the reduction of the weaknesses of the performance and processing whether it comes to performance the current or future performance of the expected leading to an increase in the level of performance and improve the level in the organization in general . And work to pay attention to the training of administrative leaders and educate them of the importance of strategic planning, strategic thinking, the future , and to emphasize the need to exercise strategic planning more broadly in educational institutions , in order to strengthen the capabilities of the Interior and increase their capacity and push for progress and growth and to support adaptation to environmental changes different and that by devoting a culture of strategic planning within the organization so that it becomes an integral part of the culture of the institution and its staff.
