Abstract
The game of football from the sports that have shown the developments evident in the levels of the referees and especially after the developments in the clear on the level of the players and the game in general, and therefore, the rulers they share is clear from the success of the game of football as the success of the rulers to lead the games thus leading to the development level of the game and the enjoyment of the masses achieving the principle of justice and equality, as well as non-loss efforts of coaches, administrators and players, and it demonstrated the importance of research by improving the decisions taken and the speed and accuracy to follow special courses increase the knowledge of the rulers and contribute to the development of the mental processes that have important role in the experience of government for being a leader of sports. Research problem: There is lack of interest in the development of football referees (second class) and how their dependence on driving games and the lack of participation in training sessions and developmental help to raise the level of arbitration in general and attention to talent arbitration in particular, and this is what led to inaccuracies in the decisions of football referees and therefore impact at the level of the game in general, and missed the direct efforts of the (players, coaches and administrators), causing a lot of criticism and doubts about the decisions that generate inaccurate pressure on the rulers and the low-level-sum award. Research objectives: 1) the use of modern methods for the development of the accuracy of arbitral decisions by playing different positions of the rulers of the second division football. 2) identify the impact of the methods used in some of the awards and the performance of the research sample. Hypotheses: 1) the existence of a positive effect in the use of the means used in the development of capabilities of the referees make the right decision. 2) the existence of statistically significant differences for the two groups (control and experimental) in the tests before and after the accuracy of decision-making and in favor of a posteriori tests. 3) the existence of statistically significant differences for the two groups (control and experimental) in a posteriori tests in the accuracy of decision-making and in favor of the experimental group. research methodology and procedures of the field: The researcher used the experimental method for its relevance to the nature of the problem and the determination of the two groups Almtkavitin (control and experimental) and identified the research sample to the rulers of the second division in Basra province of participants in the arbitration of the season (2010-2011), who are (20) judgment, and after equivalence in terms of tests and the level of performance, identified research tools and devices used in the research, as well as tests before and after, as well as exploratory experiment in order to identify the powers of the regulatory, administrative, and then use statistical methods appropriate for the purpose of data processing, which serves as the research. Part V: Conclusions and Recommendations: In light of the content discuss the results of research, the researcher has achieved the objectives of the conclusions to the research and homework is the most important: 1 - means (mental - cognitive) used by the researcher contributed to the increase of knowledge among the rulers and thus develop the capabilities of the referees make the right decision. 2 - The approach of the systematic and scientific considered a positive impact in the development of capabilities of the rulers and the level of their performance during their leadership of the games the importance of the recommendations: 1 - Adoption of the proposed approach which was applied to the levels corresponding to the level of the research sample. 2 - the adoption of methods and devices and increase in sources of scientific
