Abstract
ABSTRACT The general budget in all countries of the world occupies a great importance in moving economic activity and pushing forward the process of economic growth and economic development as they represent a financial plan to reflect the trends of the state to achieve the goals during a coming period of time which is usually one fiscal year. The importance and the role of the general budget in Iraq are embodied in the philosophy of market economy, achieving its economic, social, financial, and political objectives,and its impact on the Iraqi economy. The general budget was exposed to many difficulties and challenges during the execution process. One of the most important was non-security and stability of Iraq, and what serious effects it leaves on achieving the goals of the operating and investment budget. So it was important to know the extent to which the budget achieves the stated goals by the government. ــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــــ (*) جزء مستل من رسالة ماجستير للباحثة الثانية. The research focused on the process of evaluating the performance of the Iraqi budget for the period (2003-2012), and depending on the criteria of evaluating the performance: including economic, efficiency, efficacy and criteria as well as modern environmental standards, and to measure performance by some financial indicators (expenditure and revenue), and economic indicators (total and local income), and environmental indicators (environment protection).
