| That man in general in social circles rights culture, particularly in the university community is extremely important, as is one of the basics of establishing the principle of the rule of law and guarantees in the community, and then building and the development of society on the basis of sound to ensure the achievement of safety, prosperity and happiness in the community. The implantation and dissemination of the culture of human rights require a return to constitutional and legal background of the members of the society in general - and university students in particular, and so that the program or project in order to achieve its goals and its application requires availability of arable land and infrastructure to do so. This requires numerous dimensions of personal, technical and physical requirements, and this requires a period of time for quite some time and is applied to the many stages. The most important thing in this is the building rights on the basis culture of citizenship and sense of responsibility the direction of the nation and society, and then adopt the philosophy of human rights and on the basis of which is the adoption of a particular policy, and then develop mechanisms for the application of human rights standards, this requires the development of a system for controlling the application of mechanisms, and finally The whole process evaluation for the purpose of review and correct the path.
