Abstract
Abstract The world has faced in the last decade of the twentieth century many of financial crisis. The current which began in 2007 and exploded in 2008 , was more sever crisis being signed in the most important global economies , namely the United States of America USA, which is the largest importer and exporter in the world. USA also has the most important financial market in the world and the global financial markets are all connected to the USA financial market. Due to the magnitude of the crisis IMF has faced a complex and difficult situation ,especially with respect to its financial ability. So IMF has a limited role in this aspect to provide advice and oversight role while funding the low-income and developing economies to cope with the crisis marked by rising prices of oil, commodities and food adding to the cost of its imports and led to an increase in their balance of payments deficit. Therefore , the focus will be on how the IMF expanded its financial resources and extent to which the cooperation of member states has contributed to it. In addition , the changes in the shares of member countries in the IMF's capital and their ability for voting. In addition IMF use with two key issues in dealing with the member states requesting his help to solve their problems, namely the conditions and the financing capacity.
