Abstract
The Freedom Trade and The Principle of Access to the Market is the dominant feature in the Local and International Scope and the Work of these Principles requires the Lifting of restrictions and obstacles that hinder the Freedom Trade exchanges and Limit the movement of Product .therefore , It preventing Agreements GATT (General Conventions on Tariff And Trade). all signatory States impose such operational measures on products entering their Market, which opposes the basis on which its provisions held of him. But Lifting of restrictions and obstacles perfume to emergence illegal commercial manure, injure the domestic producer issued from another countries producer profiteer from lifting Tariff restrictions and access to the Market to Dumped these countries of products seals less of price for domination of their Market and control later Therefore Commercial Dumping illegal in the International commercial relationships ,always take place when the foreign producers and importers illegal competition Domestic producers by seals the like product at less than normal value or cost in another country, Its perfume negative effects for the Domestic producer , consumer and foreign investment too, So there , legislator must be intervene to confrontation commercial Dumping crackdown which give right to obligate Extra Duty unless normal duty against exports in the State
