Abstract
Sector plays a community-based services play a vital role in the intellectual movement of the city and its inhabitants to an end Sawa and increase the role of central importance when the movement of religious tourism is active as is the case in the city of Karbala, which are arriving large numbers of visitors and tourists, Arabs and foreigners throughout the year which shows the system of community services (health, educational and recreational) in the city to great pressure by the local population and the population arrivals that the system of services designed primarily to residents of the city, resulting in a deficit of functionally significant in the composition of the system service, specifically in the health services and entertainment during the seasons of visits religious experienced by the city on a regular basis annually, which requires a number of restructuring of the service sector in the city and the allocation of system service - a tourist take it upon themselves to provide services to tourists coming directly.
